Proposed by Representative Frank Lucas, Chairman of the House Committee on Science, Space, and Technology, the National Drone and Advanced Air Mobility Research and Development Act is set to allocate $1.6 billion over the next five years to support American drone manufacturers.

China’s dominance in the drone market is a growing concern. One Chinese company, affiliated with the Communist Party and the People’s Liberation Army, controls 80% of the recreational drones used in the U.S.

To address this issue, the bill grants authority to NASA, the Department of Homeland Security, and other scientific agencies to offer grants for drone research. Additionally, the legislation emphasizes the exploration of AI and machine learning to enhance drone capabilities.

Dr. Jamey Jacob, a leading expert in drone technology, affirms that while the U.S. remains ahead in AI development concerning algorithms, China has taken the lead in producing affordable consumer-level drone technology.

Current drones already utilize AI for collision avoidance and obstacle navigation. Further advancements in AI can enable drones to operate effectively in GPS-denied zones and navigate hostile environments.

The Pentagon supports the use of AI to assist human decision-making in military operations. There are ongoing discussions about granting drones the autonomy to make rapid decisions regarding weapon deployment.

Chairman Lucas’s bill received unanimous approval from the House Committee on Science, Space, and Technology, indicating strong bipartisan support for the advancement of drone technology. It is anticipated that this bill will proceed to a floor vote later this year, emphasizing our united commitment to national security.
